I hear this song is 6/8 time (think did-dl-a did-dl-a)Each bar above has two beats, each made up of 3 8th notes. (did-dl-a = 8th+8th+8th)
The measures with 4 numbers are kind of like skipping, with the first and third note lasting for 2 8th notes (or a quarter note) and the second and fourth note lasting for only 1 8th note.
The measures with only 2 notes have 2 dotted quarters, each dotted quarter equaling 3 8th notes.
The one measure with 3 notes consists of a dotted quarter, and then a quarter note and 8th note.
The measures with the 4 '0's consist of one quarter note and then 4 8th notes.
But the people who know what they are doing write it in 4/4, but note that it is in hornpipe rhythm. I trust they know what they are saying.

Please note that in the B part she is playing in the next octave up compared to the TAB above. She is playing it the way it is typically played, but I found that the above makes it work a little better on the zitter. Later I will post TAB that represents the more typical arrangement.
